Today the time it takes an inspector to document and cite a violation is the first limiting factor to issuing one. A value judgment has to be made on the seriousness of the offense as compared to the time and money it will take to rectify it. Part of that problem is the documentation of the situation especially for violations not made by property owners, such as Littering.
